The State of Vermont is seeking an Audit Manager in the Division of Rate Setting (DRS), a part of the Department of Vermont Health Access (DVHA), to directly supervise the Division's staff of five professional accountant/auditors and to work closely with the Director to set Medicaid rates for the 16 Private Non-Medical Institutions (PNMI) programs and the 35 nursing facilities.
The Audit Manager supervises the performance of nursing home and PNMI cost report reviews, which determine costs allowable for inclusion in Medicaid reimbursement. He/she will assign and manage auditors' workloads to effectively meet rate setting and auditing deadlines and will review the work of auditors and other Division staff for errors to ensure a quality work product consistent with policies, regulations and appropriate methodologies. He/she will train, monitor and evaluate the performance of the auditors. The Rate Setting Manager will also assign and review requests for PNMI or nursing home rate adjustments and requests for emergency financial relief.
This position requires excellent accounting, auditing and financial analysis skills, and the ability to work with large amounts of data to formulate conclusions and to prepare responses to inquiries. Correct analysis performed by the Audit Manager is essential to formulate policies, to plan for future State spending and to make necessary adjustments or additions to existing DRS regulations.
The Audit Manager will apply the State and Federal rules governing the nursing home and PNMI rate setting process to issues of considerable complexity. The Audit Manager should be able to comprehend and analyze complex financial documents. The Audit Manager should have strong writing and editing skills including the ability to write letters, reports and written decisions.
This position will provide back up and support to the Director. He/she will design and perform complex original calculations and analyses and prepare data reports and graphs. He/she will develop solutions through rule or procedural changes as issues arise and work to continuously improve the rate setting process.
The Audit Manager will be called upon to communicate clearly and effectively and will occasionally prepare and present information to educate others on current issues and the effect of rule changes. He/she must have the ability to deal with controversial issues in a tactful and positive manner.
This work requires that the Audit Manager be highly proficient in Excel and Word.
Starting salary may be negotiable based on experience and education.
